![]() ![]() This artwork included a depiction of Bowser that is significantly different than later designs, the most obvious anomalies being his gray-blue skin and lack of horns. However, time was running short, so he drew the game's original box art himself. During the development of Super Mario Bros., Miyamoto considered asking a manga artist or illustrator to do the art for the game. The earliest known design for what would become Bowser depicted him as resembling an upright Koopa Troopa with spines on his back, and fangs. For the later North American release of the game, which also introduced the anglicized spelling Koopa, the character was named "Bowser". Miyamoto mistakenly thought kuppa was grilled meat, or bulgolgi (불고기), and that made it sound powerful and cool, but later learned that it was a rice soup. Miyamoto stated that they considered naming him either kuppa (국밥) (soup with rice), yukke (육회) (raw meat marinated with raw egg), or bibinba (비빔밥) (mixed rice), which are all Korean dishes as they are known in Japanese. In concept art, he tentatively had the name 「ボス クリーパー」 ( Bosu Kurīpā, Boss Creeper), based on Shellcreeper. The Victorian Child Death Review Committee (2008) reported that of all deaths of children known to child protection services between 19, 63% (129 of 204) were infants under 3 years and 33% (68 of 204) of all child deaths were infants under 6 months. Infants' physical fragility and almost total dependence on others to meet their needs means that they are also the group most vulnerable to fatal abuse. In 2007-08, 44.7% of all verified cases of child abuse and neglect and 42% of all children admitted into care involved an infant aged 0-4 years (Australian Institute of Health and Welfare, 2009). The age distribution of children involved in child protection services within Australia indicates that infants are one of the primary client groups of child protection services. ![]() Infants involved in the child protection system Finally, as the most difficult area of practice for protecting infants is out-of-home care, detailed attention will be given to some of the key challenges for protecting and caring for infants removed from their families. The way in which a public health model enriched by a human rights perspective might inform service delivery to protect infants from abuse and neglect is explored. In this paper, we commence by discussing the over-representation of infants in child protection services, the vulnerability of infants and infancy as a foundational developmental stage for later outcomes. A children's rights perspective can help keep the focus on the subjective experience of infants, and their rights to health, happiness, social participation and relief from pain and suffering. The public health model has particular appeal because of its focus on preventative efforts, the underpinning societal recognition in Australia that all new families need some support, and the wish of individual families and the wider society to prevent intergenerational transmission of vulnerability and disadvantage. Infants are a harbinger of hope within their individual families and at a societal level. The particular focus of this Issues paper is child abuse and neglect in infants aged 0-3 years. ![]() This paper addresses many of the issues confronting Australia at present: how to ensure the protection of individual infants (aged 0-3 years), how to respond to infants who have suffered neglect or abuse in ways that alleviate their suffering and heal and protect them from further harm, how to create a society that reduces the risks of infants and children becoming subject to neglect and abuse, and how to deal with the limits and failures of such endeavours. Despite the fantasy of infancy as being a time of nirvana, the first 12 months of life pose the highest risk of death from homicide the most frequent form being fatal abuse by a caregiver (Nielssen, Large, Westmore, & Lackersteen, 2009). The idealisation of infancy in our culture is in part a defence against recognising the intense powerlessness, helplessness and dependency of the human infant (Bradley, 1989). The FAA will consider comments from the public on this Interim Final Rule, and will then review any submissions to determine if the provisions of the ultimate Final Rule should be changed. The FAA issues interim final rules when delaying implementation of the rule would be impractical, unnecessary, or contrary to the public interest. The FAA has issued this requirement as an Interim Final Rule-a rule that takes effect while also inviting public comment. The requirement is that it can be seen upon visual inspection of the aircraft’s exterior. This interim final rule does not change the original acceptable methods of external marking, nor does it specify a particular external surface on which the registration number must be placed. The FAA believes this action will enhance safety and security by allowing a person to view the unique identifier directly without handling the drone. ![]() Subsequently, law enforcement officials and the FAA’s interagency security partners have expressed concerns about the risk a concealed explosive device might pose to first responders upon opening a compartment to find a drone’s registration number. The rule granted some flexibility by permitting the marking to be placed in an enclosed compartment, such as a battery case, if it could be accessed without the use of tools. When the FAA first required registration of small drones in 2015, the agency mandated that the registration marking be readily accessible and maintained in readable condition. The markings must be in place for any flight after that date. Owners and operators may no longer place or write registration numbers in an interior compartment. In this scenario, one would manipulate the head using the rod, leading all the character’s movement, while the other animates the two hands, giving the puppet a delightful breadth when the arms open wide. To avoid this lack of animation, two puppeteers may be used for a single puppet. ![]() In this example, one of the puppet’s arms is left dangling. The manipulation is performed by holding the central rod with one hand, and placing the other hand inside the hole at the bottom of the costume in order to animate the glove or mitten (depending on the size of the puppet, a glove can be manipulated by the thumb and two or three fingers, allowing it to pick up objects and respect the proportions of the character’s scale). All sorts of accessories can personalize the puppet: collar, cuff links, buttons, pockets, laces, etc. A hole halfway between the two hands accommodates the central rod on which the head is positioned and the costume can be fitted to give the illusion of a figure. The top two corners are opened and hands or mittens are stitched on. ![]() The puppet is dressed in a rectangular costume (about eighty centimetres wide and sixty centimetres in length), which resembles a bag, open at the bottom but with closed sides and top. For hand-held marottes, the head is always mounted on the principal rod. This mixed-technique puppet is easily held. Instead of placing the index finger in the head as is normal in a glove puppet, a rod is placed there that is then held by the forefinger, the little finger and the ring finger, whilst the thumb and the index finger are slid into the “arms” of the glove figure. In other instances rods may be attached to the hands and manipulation corresponds to the wayang golek of Java.Ī marotte can also have a combination of manipulation techniques, for example rod and glove. By sending an impulse through the marotte’s body, the top of the head wobbles gently backwards and, thus, the mouth opens and closes, using gravity. This puppet is sculpted from hard, dense wood in two parts: the body, which includes the lower jaw, and the top of the head. In the Lobi tribe in Burkina Faso, there exists a marotte representing a cylindrically shaped male character, forty centimetres tall, dressed in a sort of poncho. Another example is a Nago puppet from Benin, called Agbo Legba (literally, father/begetter resembling a bull), which possesses an enormous phallus raised by a string to split his loincloth. For instance there is the example of Bambara puppets of Mali in 1931, with a moving beak animated using a string or in other cases an arm may be manipulated with an internal bamboo stick.
